Mr. Downey is a former felony trial prosecutor with the Harris County District Attorney’s Office. As a prosecutor, Mr. Downey acted as lead trial prosecutor in over 60 jury trials. He served as Chief Prosecutor in two misdemeanor courts and achieved Assistant Chief Felony Prosecutor status where he was responsible for prosecuting a wide variety of crimes including murder and other first-degree felony offenses.
Mr. Downey was selected to join the Civil Rights Division where he focused his efforts on the investigation and prosecution of law enforcement personnel accused of civil rights violations. He served as a member of the Harris County District Attorney’s Shooting Investigation Team which was responsible for investigating and reviewing every officer-related shooting in Harris County in which a citizen was shot or injured. Mr. Downey understands how prosecutors build cases and can help his clients defend against criminal accusations such as:
